The playable lead
Reona Minazuki is the protagonist, voiced by Hitomi Ueda. She is the only playable character the official material describes, and the only one with a documented skill set: 12 Anomalization powers used alongside firearms.
The rest of the cast is support, antagonistic, or unresolved. This archive does not promote any of them to “playable” without a source.
The Countermeasures Office
Kyoka Sudo is the founder and chief, voiced by Keiko Watanabe. Yuiga Koda is Reona’s operator, voiced by Riho Sugiyama. Imari Fushimi runs research, voiced by Shion Wakayama. May Hibiya runs security, voiced by Hikari Kubota.
Their dossiers are short but specific: Kyoka once survived an extended stay in a zone; Yuiga was injured on her first dive and moved off the front line; Imari develops equipment from anomalous materials; May previously worked as an elite Diver.
Outside the office
Arisa Kato, voiced by Natsumi Haruse, is Reona’s best friend and the reason she dives. Kaede Mori, voiced by Natsumi Fujiwara, is a mysterious person Reona meets on a dive. The Girl, voiced by no one credited, is the mute child from the mall incident.
The official dossiers are the ceiling of what this archive states. Fan theories about Kaede or the Girl are not presented as canon.
